NKorea paints grim picture of flood devastation

North Korea painted a grim picture Thursday of crop losses, power cuts and washed-out roads following severe floods, saying troops are struggling to restore key highways.
International aid agencies say up to 300,000 people are believed hit by the worst floods in a decade, which would worsen already severe food shortages in the impoverished communist nation.
