It's a new water year in California: Facts and figures

October 1st is the beginning of the 2007-2008 water year which will last until September 30, 2008.

During this period, Department of Water Resources (DWR) hydrologists and meteorologists will measure precipitation (the combination of rain and snow) and runoff in the Northern Sierra and other key watersheds and produce runoff forecasts.

The northern Sierra and southern Cascades are of particular importance because that's where most of the state's water supply accumulates. Measurements are taken in the watersheds of the major rivers, including the Sacramento, Feather, Yuba and American. Snow surveys are conducted throughout the Sierra range and other mountains to measure water content. The first Snow Survey will be around the first of December, the date to be announced.

The data that is gathered is evaluated to forecast water supply for the spring and summer, the heaviest months of water use by farms and homes.

For the Sacramento River basin the past 2006-2007 water year finished as the 18th driest in the 102 year record of stream flow measurements.

BHUBANESWAR: As the depression over the Bay of Bengal crossed Orissa coast near Puri on Saturday evening, an unrelenting spell of rain completely threw normal life out of gear in coastal and southern districts, claiming at least five lives.

While continuous rains threatened another round of floods, what caused havoc was severe waterlogging, bringing life to a complete stop. Bhubaneswar and Cuttack were the worst hit and all five deaths, caused by wall collapse, were reported from these two areas.

Relentless rains left almost all the rivers in spate. By evening, Mahanadi was rising at Khairamal and Naraj while Devi was swelling too. Baitarani and Brahmani too rose at some stations.

In northern Orissa, Budhabalanga was rising at all its gauge points, while Subarnarekha too was in spate. Bansandhara and Rushikulya in southern parts of the State continued to rise with rains showing little signs of abating during the next 48 hours.

Heavy rain batters Anandapur

KEONJHAR Sept. 25: Incessant rains due to low-pressure has caused damage in the Anandapur sub-division badly, as the Baitarani, the Kusei, the Remal and all the tributaries have been flooded. For the fourth time in this rainy season, the water in the Baitarani river has crossed the danger level of 38.36 metres.
While 30 villages under the Hatadihi block have become submerged, 30,000 people of the Anandapur sub-division, Patna block, Ghasipura block, Joda and Barbil have been affected. Crops have also been badly damaged in the four-day long downpour.
Arjun Sahoo of Jalasuan in Ramchandrapur police station was washed away in the Kusei River, while Giri Gope of Nalda was drowned into a rivulet when he was crossing the culvert over it on the Balani-Barbil road.
Continue downpour has also rendered hundreds of people of Anandapur, Ghasipura, Patna, Joda and Barbil homeless. However, the Anandapur sub-collector and the BDOs are monitoring the situation.

Another flood looming large

BHUBANESWAR: Lakhs were affected in five districts of the State after the depressioninduced rains lashed coastal and interior parts of Orissa with a vengeance.

Two persons were killed after being swept away by storm water near a culvert at Ranipatharguda in Kandhamal district. The rain-related death toll reached seven.

As rains pounded the catchment areas, major rivers were in spate. Northern districts - Mayurbhanj and Balasore - faced the fury even as a dozen blocks bore the brunt of the rains and consequent floods.

The Special Relief Commissioner (SRC)�s Office said over 37 gram panchayats in six blocks of Mayurbhanj were in grip of the deluge. Baripada Municipality too was not spared. While the district administration had to evacuate 3,200 people, five villages had been marooned.

Four powerboats were pressed into rescue and relief work. Free kitchens were opened at four points.

In Balasore, a population of 2.80 lakh in 89 GPs was affected by the floods in Subarnarekha and Budhabalanga rivers. Budhabalanga crossed its red mark at NH 5 in Govindpur and was flowing at 8.46 metres, flood control room said.

Unconfirmed reports said over 9 lakh people were affected by the floods and torrential rain in Kendrapara.

People of Jajpur were gearing up to face the worst as Baitarani was rising menacingly. The river crossed its danger mark of 17.83 metres at Akhuapada, flowing at 18.04 metres.

With both the rivers still rising, more areas could come into their grip over the next couple of days as showers are likely to continue.

The Met office said the depression had moved north-westwards and lay centred near Angul on Sunday. It is likely to move in a northwesterly direction.

Under its influence, widespread rainfall with very heavy falls are likely in interior Orissa during the next 24 hours. Catchments of Subernarekha, Baitarani, lower Brahmani, lower Mahanadi and Bansadhara, upper Brahmani and upper Mahanadi would continue to get rains during the next 48 hours.

In the last 24 hours, Athgarh received 27 cm rain followed by Nilagiri 24 cm, Ghatagaon 22 cm, NH-5 Govindpur and Soro 17 cm, Boudh and Tikabali 15 cm each.


Heavy rain raises fears of another round of floods

BHUBANESWAR: Even as the toll in the latest spell of rains went up to seven, water level was fast rising in different river systems of the State, raising fears of another round of floods in two or three districts on Sunday.

Two more deaths were reported from the Phulbani area. At Puri, violent waves washed away a portion of a newly constructed road to Puri-Konark Marine Drive. Vehicular movement on that road has been regulated.

Water level was rising steadily at 19 out of 28 river gauge sites, the daily flood bulletin issued by the Water Resource Department said. Moreover, water flow overtopped danger mark at four places. Water level was measured to be at 39.55 metres against the danger mark 38.36 metres at Anandpur on the Baitarani river. Similarly, at its nearest river gauge site, Akhupada, water was flowing at a height of 18.25 metres against the danger level of 17.83 metres.

Similarly, water also flowing above danger level at NH-5 Govindpur on the Burhabalanga river and at Kashinagar on the Vanshadhara. Several parts of Balasore, Bhadrak, Keonjhar and Mayurbhanj district were inundated, district control rooms said.

According to the State Revenue Control Room, Athagarh received highest rainfall during the last 24 hours. The rainfall was measured to be at 27 cm there. Similarly, Nilagiri of Balasore district, received 23 cm and it was closely followed by Ghatagaon where the precipitation was 22 cm. Most places in coastal as well as northern regions, rainfall was measured close to 10 cm affecting normal life.

Heavy rains trigger floods in Orissa

Bhubaneswar, Sep 23: Heavy rains across Orissa during the past few days have triggered floods in several rivers affecting normal life in several districts of the State. Balasore district has been badly affected by the floods.

The rains had also caused flash floods in many areas resulting in the death of as many as seven persons by Sunday.

The rivers that were in spate by Sunday afternoon are Mahanadi, Brahmani, Baitarani, Budhabalanga, Subarnarekha, Vansadhara and Rushikulya.

Heavy rainfall occurred at most places over the catchments of these rivers during since Saturday under the influence of the depression over northwest Bay.

The depression that had crossed the State's coast near Puri on Saturday evening lay centred near Angul during the day on Sunday. The system is likely to move in a northwesterly direction and weaken gradually.

However, heavy to very heavy rainfall was likely to occur at a few places over Subarnarekha, Baitarani, Lower Brahmani, Lower Mahanadi, Vansadhara and at isolated places over Upper Brahmani and Upper Mahanadi catchments during next 48 hours.

According to the flood bulletin issued by the Water Resources Department, Budhabalanga was already flowing above the danger level at Govindpur, while Baitarani was flowing above the danger mark at Akhuapada.

Meanwhile, normal life continued to remain paralysed in most parts of the State with heavy rains at frequent intervals. People living in the low lying areas of Bhubaneswar and Cuttack continued to have a difficult time.

Flood hits Bhadrak again

BHADRAK, Sept. 23: Continuous and heavy rainfall has submerged Bhadrak and thrown normal life out of gear. All the roads in the town have become water logged due to lack of the drainage system. Major residential areas like Santhia, Kuansa, Nilakantha Nagar, Nangamahala, Bonth Chhak, Sankarpur, Charampa, Bagurai and Asthal in the town have become submerged. “The people of the town are habituated with the problem as the municipality has done nothing after several demands,” said Mr Divyasingh Nayak, a senior advocate.
The town has experienced 270 mm of rainfall in the last two days.
“We have deployed staff and pump-sets to discharge water from the low lying areas of the town,” said Mr Sasadhar Nayak, executive officer, Bhadrak municipality.
According to the district emergency office sources, the situation has become worse as the dam authority of the Hadgada water reservoir on the river salandi has given signal to discharge excess water.
The chief construction engineer of the irrigation department Mr Prasant Barik toured Bhadrak to supervise the situation.
He had a talk with the collector Mr Nalinikanta Verma regarding the discharge of water from the Hadgarh reservoir.
Sources said that the highest water level of the Hadgarh reservoir is 82.30 mt. Now the level is at 81.15 mt. “As the Salandi flows through Bhadrak town, the people residing in the low lying areas may face a deluge,” said Mr Nayak.
Similarly the Baitarani river, near Akhuapada is flowing above the danger level.
The people of Dhamnagar and the Bhandaripokhari blocks are facing floods for the fifth time this year.
Flood water has entered into 22 gram panchayats of the concerned blocks. The tehesildar and the BDO have been alerted by the district administration.
“We have directed them to keep a close watch on the situation,” said Mr Nalinikanta Verma, the collector. “We are ready to combat the situation,” he added.

Rains lash coast, 3 die

Bhubaneswar, Sept. 22: Three persons were killed and two injured as incessant rains lashed the state after a depression over the Bay of Bengal intensified further and moved closer to land.

All the major rivers were rising following heavy rain in the upper catchment areas, posing a threat of fresh flood.

Officials of the meteorology centre here said that yesterday’s depression, formed over west-central and adjoining north-west part of the Bay of Bengal, lay centred at about 100km south-west of Puri.

The system intensified further and moved in a north-westerly direction towards the coast.

Under its influence, heavy to very heavy rain occurred at several places across the state. Chandbali recorded the highest rainfall (19.1cm), followed by Balasore (12.1cm) and Paradip (11.3cm) during the past 24 hours. Bhubaneswar received 8.5cm rainfall over the same period.

HYDERABAD: North Coastal Andhra took the brunt of the heavy rain which lashed Visakhapatnam, Srikakulam, Vizianagaram, East and West Godavari districts on Friday under the influence of the low pressure area.

A forecast said the low pressure area was likely to turn into a depression on Saturday. The low pressure area turned “well marked” and lay close to the coast between North Andhra and South Orissa. This means that the north Coastal Andhra belt is in for further battering. Araku Valley recorded a heavy rainfall of 11 cm and Srungavarapukota and Tekkali 7 cm each. Unexpected inflows into Meghadrigadda reservoir forced the authorities to open a few of its gates to let out the water. And this posed a threat to the Visakhapatnam airport.

Respite in floods; low pressure weakens Special Correspondent

Floods leave a trail of destruction in Kurnool where vast areas of crops get inundated


HYDERABAD: Rain battered the State for the fifth day on Thursday under the influence of a low pressure area but there was some respite in the floods as the level of water in the rivers began to fall.

The low pressure area weakened and started moving towards Orissa bringing in its wake widespread rain in North Coastal Andhra. Kakinada and Koida recorded 9 cm and 8 cm of rain, respectively, even as the toll rose to 48. The floods left a trail of destruction in Kurnool district where vast areas of sunflower, onion and cotton crops were inundated along with low-lying villages by the Tungabhadra, Handri and Kundu and several streams.

Drenchers return to pound Gujarat-Mumbai belt

Thiruvananthapuram, Sept. 19 Peak-monsoon circulatory patterns are combining to drench the Gujarat-Mumbai-Konkan belt, their favourite playground, with torrents for one last time.

The proceedings have already been set in motion, with Mumbai and immediate neighbourhood being targeted overnight on Wednesday. But more is to come, what with an upper air cyclonic circulation popping up in the east-central Arabian Sea already.

RAINS FOR NORTHWEST

There is also growing consensus on scattered to widespread rains returning to the parched north and northwest India.

The resident anti-cyclone (clear skies with dry weather) risks the danger of being blown off its moorings at least temporarily.

Monday’s ‘low’ underwent one round of intensification to become well-marked, and has since strolled the west-central Bay of Bengal and adjoining coastal Andhra Pradesh.

It will cause fairly widespread rainfall with isolated heavy to very heavy falls over coastal Andhra Pradesh and south Orissa.

Jakarta's water sources drying up: WWF

A recent study has predicted less rainwater will flow to the Citarum river basin in West Java as a result of warmer temperatures and vast changes in land use.

Citarum, the largest water basin on the island of Java, is the key source of water for both West Java and Jakarta.

The study, conducted in April by WWF Indonesia and the Meteorology Laboratory of the Bandung Institute of Technology (ITB), found that temperatures in the Citarum river basin would significantly increase by 2020, both in the rainy and dry seasons.

The study predicts the average temperature in the rainy months will be 26.1 degrees Celsius in 2020, up from 24.7 degrees in 2001. During the dry season, the average temperature will soar to 30.7 degrees, up from 27.1 degrees in 2001.

"This increase in temperature will be caused by global warming," the head of the study, Armi Susandi of the ITB, told The Jakarta Post on Saturday.

It was predicted the level of rainfall during the rainy season will jump to between 239 millimeters and 1,377 mm in 2020, up from between 249 mm and 746 mm in January 2001.

"Such big downpours could be a blessing and solve water scarcity problems. But on the other hand, it would lead to more natural disasters such as floods and landslides, especially if there is no effort made to replant the forest area around Citarum so as water can be retained," he said.

COOCH BEHAR, Sept. 7: The overall flood situation deteriorated in Cooch Behar district today following continuous rainfall over the past 24 hours. Water level in all the major rivers has increased. The Mansai has crossed the danger level in Mathabhanga. Red signal has been flashed over the Torsa and the Jaldhaka and yellow signal over the Raidak. The water level in the Gadadhar and Kaljani has also increased.

A record rainfall of 300.20-mm was recorded at Tufanganj today. Cooch Behar and Mathabhanga, on the other hand, recorded 165-mm and 105-mm of rainfall, respectively. The lower areas of Cooch Behar, Tufanganj and Mathabhanga are also reeling under rainwater. In Tufanganj's Ward No 10, people have no other option but to use boats to meet their daily needs.

Flood threat again, rivers in spate

BHUBANESWAR: After heavy rains lashed the State on Wednesday, all the major rivers were in spate threatening another spell of flood in the coastal, northern as well as southern districts.

Mahanadi, Baitarani, Subarnarekha, Budhabalanga and Vansadhara were close to their warning marks and rising. With the monsoon trough passing through both West Bengal and Orissa, more showers are in the offing during next two or three days.

The Flood Control Room said, Mahanadi was closing in to the warning mark at all the three gauge sites- Khairmal, Tikarpara and Naraj- and still on the rise. At least 10 sluice gates of Hirakud reservoir were thrown open to give passage to excess water.

Baitarani was swelling too. The river was showing a rising trend at Champua, Sompatna, Anandpur and Akhuapada. At Akhuapada, the river had reached the warning mark of 17.83 metre.

Global Warming Intensifying Rainfall

As Britain reels from rainfall of unprecedented intensity [news search], a new scientific study found that heavier rainfall is caused by global warming [more | more2]. The study in the journal Nature found that "more intense rainstorms across parts of the northern hemisphere are being generated by man-made global warming". Meteorologists agree that the miserably wet British summer of 2007 has generally been caused by a southward shift towards Britain of the jetstream. The new study does not purport to blame any given rain event on climate change (should it?), but it supports the general finding that global warming caused by human emissions is causing increased rainfall [search] -- by showing that in recent decades rainfall has increased over several areas of the world, including the mid-latitudes of the northern hemisphere.

This sort of extreme weather response to global heating has long been predicted, but this the first time this link has been made directly. Given an unprecedented string of weather related catastrophes, anyone that does not acknowlege climate change must be a dullard or have investments in fossil fuels. What good is climate science if it preducts climate change produce extreme weather phenomena, but there are no specific events that can be considered as a direct result of the warming? Humanity and the Earth are facing a new type of problem for which they are ill-prepared. By the time there is 100% proof positive that climate change is causing extreme weather, it may well be too late to do anything about it. We need to exercise the precautionary principle and act on the greater than 90% probability it is.

BRIESKOW-FINKENHEERD-Fisherman Peter Schneider knows the floods come each year and says they are good for business-but few other people see any benefit as experts warn of more high water to come.

"We fishermen have always lived with that. We're happy when the floods come, because it can only be good for the fish," he said in his village close to the Oder river that forms the border between Germany and Poland.

"It would be wrong to deny the possible impact of climate change on flooding because if we (waited for more) statistical proof it may be too late," said Wolfgang Grabs at the World Meteorological Organisation of the United Nations.

Warmer air can hold more water and will unleash more energy when the weather turns bad, Grabs said, making storms heavier and boosting rainfall.

That mechanism may well explain an observed rise in flash floods in Europe over the last decade, he said.

In recent weeks, parts of China have seen the heaviest rainfall since records began, killing more than 400. Some 770 people have been killed by flooding in South Asia, with hundreds of thousands displaced by flash floods in southern Pakistan.

Thousands of flood victims in Britain last week were clearing chaos and braced for more after floods in northern parts of the country, triggering the country's biggest peacetime rescue effort.

European grain prices have risen to their highest level for around 10 years on fears that bad weather will hit this summer's crops, stoking food price inflation.

Initially, a spring drought caused damage to wheat crops across Europe and in key grower Ukraine. Since June, heavy rain in western Europe has increased concerns over quality, which may leave bread-makers short of high-grade grain later this year.

Something is Changing

Floods killed more than 7,000 people in the world last year, a recent study by reinsurance group Swiss Re study showed-roughly a third of all victims of natural catastrophes such as storms, earthquakes, droughts and extreme cold or heat.

Statistics gathered by insurers-who look at the cost of a catastrophe to measure its severity, not the death toll-also indicate climate is changing.

"One single event can never be a sign of climate change," said Jens Mehlhorn, who heads a team of flood experts at the Zurich-based company.

"But when you see a series of such events, and that's what it looks like at the moment ... it may be about time to say something is changing," he said.

This year's UK floods were an event statistical models say should happen once only every 30 to 50 years, Mehlhorn says: the floods in 2000 were a 25-30 years event.

Two such events in only seven years are not statistically impossible, but they are unlikely. Other countries have seen similar increases in such disasters.

Flash floods - a sign of what's in store?

Much like the rest of Britain, I’m beginning to wonder if it’s ever going to stop raining. And despite feeling slightly miffed at an appalling excuse for a summer, I realise I'm lucky to be based in slightly soggy London, given that large areas of the country are currently besieged by some of the worst flooding in recent British history.

Calling it a ‘21st century catastrophe’, Michael McCarthy at the Independent writes that “Britain is suffering from a wholly new type of civil emergency: a disaster caused by 21st-century weather,” which has left more than a third of a million people without drinking water, nearly 50,000 people without power, thousands more people homeless and caused more than £2bn worth of damage so far.

Britain is not alone in experiencing extremely heavy rainfall. As reported on MSNBC, “parts of China had the heaviest rainfall since records began, killing more than 700 so far this year. Hundreds of thousands have been displaced by flash floods in southern Pakistan.”

While these single events cannot be attributed to climate change, many are questioning if the flash flooding is a sign of what is in store for the future. And scientists have some of the answers.

In a paper coming out in Nature this Thursday, Francis Zwiers of the Canadian Centre for Climate Modelling and Analysis in Toronto and colleagues present the first evidence that human-generated greenhouse gas emissions have altered rainfall patterns in the 20th Century. In the region between 40 and 70 degrees North, covering northern Europe, Russia and parts of North America, rainfall increased by 62 millimetres per century between 1925 and 1999. Zwiers and colleagues say that 50-85% of this increase can be attributed to human activity. For further discussion and comments on the paper, there’s a news story by my colleague Daniel Cressy on News@Nature. And it’s also been picked up by the BBC.

And a recent paper published in Science in June suggests that global warming may result in even more rainfall worldwide than is currently evident in climate model simulations. Frank J. Wentz of Remote Sensing Systems in Santa Rosa, California and co-workers compared global satellite data from 1987 to 2006 and found that rainfall increased at the same rate as atmospheric water vapour per degree Celsius of surface warming. Climate models had projected a dampened response of rainfall to global warming owing to a decrease in surface winds, but Wentz and colleagues found that surface winds have in fact become stronger, leading to heavier rainfall (more on this in Nature Reports Climate Change soon).

Coming back to Britain… the situation is likely to worsen over the next 24 hours. Eight severe warnings have been issued covering the rivers Thames, Severn and Ouse, in particular for towns such as Gloucester, Tewkesbury, Oxford, Abingdon, Reading and Bedford. Fifty other flood warnings are in place across England and Wales.

Monday August 20 2007 12:34 IST BALASORE: For the fourth time this season, flood has snapped communication and marooned people in the district with heavy rain lashing northern Orissa for past two days.

Two northern blocks -Bhogarai and Baliapal - were cut off from the district headquarters with flood waters of Subarnarekha and Jalaka flowing through all the connecting roads.

Bhogarai block has received highest rainfall of 142 mm followed by Baliapal block 103 mm and Balasore town 50 mm within last 24 hours.

Flood waters of two rivers Jalaka and Kansabansa were flowing above danger mark throughout the day on Sunday.

According to the flood control room sources, Subarnarekha river was flowing near 10.75 m mark as against danger level of 10.36 m at Rajghat while Jalaka was flowing near 6.72 m mark against red mark of 5.5 m at NH-60.

Another low pressure: 5 districts put on alert

BHUBANESWAR: With yet another low pressure area formed off the Orissa coast, the State Government on Saturday alerted five northern districts and asked the officials to be on duty on Sunday.

Balasore, Bhadrak, Jajpur, Mayurbhanj and Keonjhar districts are likely to be affected by heavy rains caused by the low pressure.

'If the catchments of rivers like Subarnarekha, Baitarani and Budhabalanga are pounded by rains, likely from Sunday, it could cause problems,' SRC N K Sundaray said

As per IMD report, yesterday's well marked low pressure area over Jharkhand and adjoining areas of north Orissa & Gangetic West Bengal now lies over north Chhattisgarh and neighbouring areas. Under its influence, widespread rainfall is likely over Chhattisgarh during next 24 hours and over Madhya Pradesh and Vidarbha during next 48 hours. Fairly widespread rainfall is also likely over north Madhya Maharashtra, Gujarat and Rajasthan during 21st to 23rd August. Also an off-shore trough running from Konkan coast to Karnataka coast is likely to cause rainfall over Konkan & Goa and Coastal Karnataka during next 2-3 days (22nd­23rdAugust).
