NCP seeks Patnaik's ouster over Orissa flood, violence issue

Bhubaneswar (PTI): Accusing the BJD-BJP government in Orissa of being responsible for violence in Kandhamal and deaths due to flood in the state, the NCP on Tuesday sought Chief Minister Naveen Patnaik's ouster.

"The Naveen Patnaik government seems to be working on two agendas. On one hand, people are being killed in Kandhmal violence and on the other, are facing death due to floods and denial of relief," NCP state president Bijay Mohapatra told reporters here.

"The sooner Patnaik goes, the better it will be for the people of the state. His government has failed to provide succour to flood hit people. In fact it encouraged pilferage and sale of relief materials by local politicians and bureaucrats deputed to affected areas," Mohapatra alleged.
Vedanta donates Rs 3 crore to Chief Minister's Relief fund

In the wake of the devastating floods in the state, the Vedanta Group has come forward to lend a helping hand to the flood affected people of Orissa. The Company has announced a donation of Rs. 3 crore for the CM's Relief Fund.
Efforts to contain diseases post-flood in Orissa
Bhubaneswar, Sept 29: With the possibility of epidemic looming large after the flood waters receded in Orissa, the focus was now on health sector and reconstruction works in the 19 affected districts, official sources said.

Of the total over 42 lakh population affected in the recent floods, the government today claimed to have provided basic treatment to as many as 1,37,000 people so far.

"As many as 512 medical relief centres are functioning in affected areas besides deployment of 152 mobile medical units," said Health secretary Anu Garg.

While 49 persons were treated for snake bite, 52,26,966 halogen tablets were distributed among the people, Garg said adding that 2,32,370 packs of ORS were distributed.

According to revenue department sources, the number of persons killed in the flood remained at 68 while number of embankments breaches were 477, the highest ever breaches in the state.

Chief Minister Naveen Patnaik, who made a visit to Bolangir district in western parts of the state, assured the farmers that the government would take care of their needs during the next Rabi crop as Kharif crop was damaged in the floods.

While 1,69,108 houses were damaged in the floods, 4,78,387 hectare of crop area were completely ruined.
Keeping house ruins intact, flood hit villagers wait for govt.

Kendrapara (Orissa) (PTI): After the swelled Chitrotpala has calmed down, Ramakanta Behera is now rummaging through the ruins and accumulated waste of the kutcha house in Udayagiri village, thinking when he would be able to rebuild it.

It's not that Behera does not have the resources to build the house once again. But as the damage assessment exercise is yet to get underway, he has to keep it as it is to showcase the flood-induced damage.

"The very sight of the broken house makes me distressed. But the sarpanch has told me to preserve it till the revenue inspector (RI) visits the village," he says.

Devastating flood rendered lakhs homeless, 50 dead in Orissa

Hapless people are facing centre’s apathetic attitude of not announcing flood a national calamity.

If Koshi river is responsible for the flood calamity in Bihar, then the Mahanadi is responsible for the devastating flood in Orissa. After 26 long years, the flood situation is very grim this year. Since 1982, the people of Orissa had not witnessed such a flood fury. Notwithstanding subsiding water level in rivers including the Mahanadi, gushing waters from over 100 breaches continued to submerge fresh areas engulfing village after village. About 46 flood-gates were opened to disburse the water of Mahanadi river. The misery does not end here, huge waters of Tel river along with branch rivers and heavy rains with low pressure has resulted in an abnormal life for the people of Orissa. The step-motherly attitude of the UPA government at the centre has been exposed by not declaring the current devastating flood as a natural calamity. When the Orissa Chief Minister Naveen Patnaik demanded 1500 crore from the National Calamity Fund, the union home minister announced merely 500 crore, which is in no way matching to the needs of the flood situation.

Heavy rains derailed flood relief efforts in Orissa, compounding misery of lakhs of victims as toll mounted to 50 with 11 fresh casualties reported from some places, while four persons went missing. 18 of the 30 districts are badly hit with heavy loss of human lives, animals and agricultural lands. Communication system is collapsed in districts like Sambalpur, Angul, Bolangir, Kalahandi, Subarnapur, Boudh, Nayagarh, Cuttack, Kendrapara, Jagatsinghpur, Jajpur, Puri and Khurda. The flood has affected 40 lakh people, 5772 villages, 21 municipal corporations, 129 blocks in which one lakh 26 thousand 319 houses are washed away. Four lakh 41 thousand 489 hectares agricultural field are destroyed, 194 cattle lives lost and 12 lakh 66 thousand 805 cattles are badly affected. Naval teams and personnel of the central para-military forces gave momentum to hitherto tardy relief and rescue operations. But the entire exercise still remained inadequate in view of limited manpower and inadequate number of boats, they said.

As many as 3,76,672 people have been evacuated to safer places in the flood-affected areas so far with the help of air force choppers and 1,513 boats, said state Revenue Minister Shri Manmohan Samal while talking to Organiser on the phone. When asked about any death due to water-borne diseases or due to want of medical help, Shri Samal said, “Nobody has died of water-borne diseases during the flood and it has not taken any epidemic form. The cases reported are sporadic.” The government has arranged 272 medical teams to meet the present challenge, he said. Shri Samal added that relief operations have been stepped up and relief and rescue officials have reached all the 827 villages, which were marooned.

Bhubaneswar, Sep 29 (IANS) The recent floods in the Mahanadi river that killed about 70 people and affected four million in Orissa have sparked debate and experts Monday said the state must review its flood control policy and take measures to avoid such large scale devastation in the future.

Two floods of massive magnitude - in the Kosi River in Bihar and the Mahanadi river in Orissa have hit the nation in quick succession.

‘The time has come to go to the root of the problem. We need a proper study and review of our flood control policy to prevent further devastation,’ Ranjan K. Panda, convenor, Water Initiatives Orissa, told IANS.

‘Over the last five decades, people were told that engineering solutions were the only answer to control floods,’ said Biswajit Mohanty, secretary of the Wild Life Society of Orissa.

CM visits flood-affected, serves food

JAGATSINGHPUR/KENDRAPARA, Sept. 28: It was a bonanza for the distressed flood hit masses in areas visited by chief minister Mr Naveen Patnaik today.
Mr Patnaik went around a few affected villages of Jagatsinghpur, Kendrapara and Cuttack districts. He interacted with the devastated people and did the customary serving food act at one of the free kitchens that had been set up.
District authorities and the police ensured that everything was kept in readiness, relief material distributed since yesterday and that not many could air their grievances.
"One particular area visited by the CM today in Kendrapara district got rice thrice since yesterday," remarked a senior political leader of the district.
Orissa flood man made to divert Kandhamal issue, alleges Cong

Bhubaneswar (PTI): Alleging that recent flood in Orissa was "man made" to divert attention from the Kandhamal issue, Congress leaders on Sunday said Naveen Patnaik government "failed" to manage water storage at Hirakud dam on Mahanadi river and maintain embankments in its delta region.

"I hold the BJD-BJP government fully responsible and guilty for the devastating flood for which they will have to pay heavy price," Leader of Opposition in state assembly and Congress leader J B Patnaik told reporters here.

His party colleague and former state minister Nalinikanta Mohanty went a step further and alleged that "the flood was totally man-made. It was created to divert people's attention from Kandhamal violence".
IAY houses for Orissa flood victims, death toll mounts to 68



Bhubaneswar, Sept 27 (PTI) With nearly 1.5 lakh houses damaged in Orissa flood, the state government today announced plans to provide houses to all those living Below Poverty Line (BPL) under Indira Awas Yojana (IAY) while the death toll today mounted to 68.
"The poor people whose houses are washed away or severely damaged in the flood will be provided houses under IAY," Chief Minister Naveen Patnaik said after reviewing the relief and restoration work, adding the government had asked the Centre to sanction at least two lakh IAY houses for the flood victims.

Patnaik said the government would provide houses to the poor people under its own scheme, titled 'Mo Kudia' in case the Centre did not give the special IAY houses.

The state government also announced sand cast subsidy at the rate of Rs 6,000 per hectare. Patnaik said NREGS funds would also be utilised for clearing sand accumulation from agricultural field.

According to Revenue secretary GVV Sarma, the death toll increased to 68 after fresh reports of deaths came from Kendrapara and Jajpur districts.
Flood-hit villages warned against possible crocodile attacks

Kendrapara (Orissa) (PTI): The Orissa forest department has sounded an alert on possible crocodile attacks in flood-affected villages of Rajnagar Tahasil in Kendrapara district and asked villagers to be extra cautious while venturing into water bodies.

The alert was sounded in Bandhapada, Ostia, Mahulia, Balaisahipatna, Rajnagar, Iswarpur and Chandibausamula gram panchayats that have been partially flooded by waters of the Brahmani river.
Bihar floods more devastating than Orissa floods: BSF



Kendrapara (Orissa), Sep 27 (PTI) Destruction wrought by the Kosi in Bihar was more intense and devastating than the Orissa flood caused by the Mahanadi, Border Security Force (BSF), carrying out rescue and relief operations in flood-hit Kendrapara district, said.
T K Mandhata, Deputy Commandant, 106 BSF wing of National Disaster Response Force (NDRF), told PTI that although the floods had been severe along the coastal areas of Orissa in terms of degree of damage and destruction, it could not be compared to the Kosi flood in Bihar.

"We were pressed into service in flood-ravaged Bihar districts of Saupal, Araria, Madhepura, Shaharsa and Purnea before being airlifted to Orissa on September 22. The rescue operation of BSF wing of NDRF was in full swing in Kendrapara before our arrival," he said.

"If the situation here is bad, then it is worse in flood-ravaged Bihar after the Kosi river changed its direction on August 18 bringing large parts of Bihar under unprecedented submergence. Though normal life has been restored but still people are living in stress and misery," Mandhata said reminiscing his Bihar experince. PTI
After deluge, diseases galore in flood-hit Orissa district

Kendrapada (PTI): After the deluge, it is the disease which has hit over 5,000 people in the marooned Kendrapada district of Orissa.

Though the water level has considerably receded on Friday restoring water-route connectivity with worst-hit villages in Patkura and Marshaghai blocks in the district, the situation is still grim.

Marooned residents have slowly begun receiving medical attention, but reports of flood-affected people getting sick are pouring in from various parts of the district.

As per official records, cases of malaria, dysentery and suspected chickungunya have come to light. Common cold fever is more pronounced in flooded villages.

While 47 adults are down with a disease suspected to be malaria, ten children below six years are diagnosed to be suffering from the disease.

Altogether 627 persons, including 158 children below five years, are afflicted with stomach disorder, official sources said.

LOOK AT the contours of the disastrous floods in Orissa’s Mahanadi river basin, said to be the worst the area has seen in almost 25 years. Twenty lakh people from nearly 3,000 villages in 17 districts have been affected. Fifteen lakh people are marooned, 1.8 lakh have been evacuated and hundreds are feared killed. 740 villages marooned in Orissa, flood toll mounts to 61

Bhubaneswar (PTI): As flood waters receded from parts of Orissa's Mahanadi delta region, relief and restoration gained pace with allocation of funds, even as death toll mounted to 61.

While people clamoured for relief in as many as 740 villages which were still marooned, Chief Minister Naveen Patnaik claimed that relief had reached all the affected places.

"As many as four lakh quintals of rice and other relief materials were sent to the flood-affected areas. The relief distribution had already started in most of the places," Patnaik told reporters after reviewing the situation.

Stating that the government was working on a package for the affected farmers, Patnaik said provisions would be made to immediately supply seeds and activate lift irrigation projects to help farmers to resume agricultural activities.

Bhubaneswar, Sept 26 (PTI) The flood situation in Orissa's Mahanadi deltaic region was grim today as receding waters exposed the miseries of nearly 42 lakh affected people and a fragile relief machinery.
As the death toll due to the deluge stood at 56, trails of destruction could be seen in the worst-affected Kendrapara, Cuttack, Jagatgsinghpur and Puri districts where at least 240 breaches on embankments still left eight lakh people marooned, official sources said.

With flood waters sweeping away villages, the agony of those affected compounded in the absence of adequate relief material, drinking water, clothes and polythene sheets, they said.

While the number of districts hit by floods rose to 19 including Nuapada, the number of villages completely marooned by floods increased to 871, they said.

About 26,000 people in some villages of Delang area of Puri district and around 15,000 at Kujang area in Jagatsinghpur were yet to get relief, he said.

Thousands of people in Orissa are now suffering from water borne diseases due to the floods that have devastated large part of the state, with the death toll on Thursday rising to 50 after two more deaths were reported.

Floods in the Mahanadi river and its tributaries following incessant rains have affected about four million people and the situation continued to be grim in some areas on Thursday, officials said.

The four worst affected districts are Puri, Cuttack, Jagatsingpur and Kendrapada. The situation is still grim in Puri, Cuttack and Kendrapada.
UNICEF rushes emergency supplies to flooded regions in India's Orissa State

CUTTACK, India, 25 September 2008 – It is 7:30 on Sunday morning at the office of the District Emergency Officer in Cuttack in the state of Orissa, where floodwaters have affected 17 districts. The office is swamped with people, ringing phones and the crackle of walkie-talkies.

The arriving UNICEF rapid assessment team is taken aback by the scene that greets them here. Updates on marooned villages, rising water levels and relief camps awaiting critical supplies are pouring in, much like the rampaging Mahanadi River.

Nearly 3,500 villages have been affected, 21 lives have been lost and more than 250,000 people are now marooned. Large parts of coastal Orissa were inundated after the gates of Hirakud Dam were opened following extremely heavy rain.

With millions displaced and many still awaiting rescue in India's flood-hit Orissa state, ActionAid has said the situation should be declared a 'national calamity', to allow the rapid deployment of federal resources.

According to government reports, over five million people have been affected by floods across 18 districts of Orissa. Continuous rains caused the Mahanadiriver to breach its banks in nearly a hundred places, causing what mediareports describe as Orissa's worst flooding in 26 years. 56 deaths have been reported.

After a national calamity was declared in August in the state of Bihar, New Delhi rapidly mobilised funds, personnel and equipment for flood rescue and relief work.

An ActionAid assessment team returning from the flood-affected areas reported that the transport system has broken down as village roads and rail tracks remain submerged. Boats are the only way to reach most of the affected areas, but are in short supply. Remote villages are cut off, and many people are still waiting for rescue and relief teams to reach them.

Indian navy joins in flood rescue

The Indian navy has joined the rescue effort in the eastern state of Orissa where hundreds of thousands of people are still marooned by the floods.

In Jajpur district, thousands have protested against inadequate relief.

Heavy rains have lead to the Mahanadi and its tributaries overflowing their banks and affected about four million people. At least 35 people have been killed, officials said.

Centre declines national disaster, grants Rs 500 cr to Orissa



Bhubaneswar, Sept 23 (PTI) Declining to declare the flood in Orissa as a national disaster as demanded by the state government, the Centre today announced a financial assistance of Rs 500 crore for relief operation and promised to provide more help, if required.
"I had discussion with the state government officials and witnessed damage from the sky. I have made a declaration that Rs 500 crore will be given to the state government to cope up with the relief and other things," Union Home Minister Shivraj Patil told reporters here after reviewing the situation.

Patil who along with Orissa Chief Minister Naveen Patnaik and others made an aerial survey of the flood ravaged areas.

Patil assured further help to the state after receiving a "meticulously prepared plan." "If more money is required, we will give it after the state government gives details of the money spent," Patil said after he was handed over a memorandum seeking a financial assistance of Rs 2454.30 crore by the state government.

Floods in the Mahanadi river and its tributaries following incessant rains have claimed 35 lives with six deaths reported on Tuesday. Home Minister Shivraj Patil announced preliminary assistance of Rs5 billion (Rs.500 crore) for the victims after making an aerial survey of the affected areas.

The floods have affected about four million people in 18 of Orissa's 30 districts and of them 125,000 still remain marooned, according to state government officials.

"It is a very big flood and has done a lot of damage," Patil told reporters in Bhubaneswar. The central government will provide all assistance to the state without any political consideration, he said.
Navy deploys 5 more divers team in flood-hit Orissa



New Delhi, Sept 23 (PTI) Following a request from the Orissa government, the Indian Navy has sent five teams of specialist divers to carry out rescue and relief operations in the areas affected due to flooding of the Mahanadi river.
"Five comprehensive diving teams with all technical support elements from the Eastern Naval Command (ENC) in Visakhapatnam have been pressed into action for rescue and relief operations," a Navy spokesperson said here today.

The diving teams along with inflatable rubberised boats with outboard motors, rescue equipment and medical supplies left for Bhubaneswar yesterday.

Snakes add to flood-hit Orissa's woes Bhubaneswar: It continued to pour in Orissa Tuesday adding to the woes of its four million flood hit people many of whom found themselves facing a new adversary - snakes.

The incessant rains that led to the Mahanadi river and its tributaries overflowing their banks has claimed at least 29 lives and affected about four million people in 18 of the state's 30 districts. Of these, about 500,000 were displaced.

While they struggle for food and shelter, they are also battling snakes.

According to Revenue Secretary G.V. Venugopala Sarma, at least one person has died of snake bite in Kendrapada district. The state government, he said, is doing its bit by sending anti venom medicines and deputing special medical teams to the affected areas.

But it may not be enough.

“A large number of snakes are swimming in the waters; some are alive and some are dead,” said Debendranath Mahali, a resident of Pundilo in the worst hit district of Kendrapada.

His house has been submerged for the last four days and he spends his nights awake for fear of snakes.

Flood remains grim in Orissa; navy joins rescue

Taking note of the worsening situation, Union Home Minister Shivraj Patil will visit flood-hit areas of Orissa on Tuesday. He will also undertake an aerial survey of some of the worst hit districts including Cuttack, Nayagarh, Sonepur and Boudh districts of the state.

As per official report the death toll has gone up to 29 till Monday and flood situation remained grim on Tuesday morning.

Though water has receded in the largest river Mahanadi, as many as 78 breaches on embankments have considerably flooded many coastal regions snapping all communication networks.

Chief Minister Naveen Patnaik on Monday after taking an aerial survey said to reporters: “We have reviewed all the areas which have been affected by the floods. Food materials have been sent to all the affected districts. Free kitchens have been opened in the affected areas. Drinking water, both in tanks and drinking water in pouches are being supplied to the people. The doctor teams are there and more doctors are being sent and we shall take up restoration work as soon as flood waters recede.”

Navy for rescue

Responding to the request of the Government of Orissa, five comprehensive Diving Teams with all technical support elements from the Eastern Naval Command have been pressed into action for rescue and relief operations in the flood affected areas along the Mahanadi River.

The Diving Teams along with inflatable rubberized boats without board motors, rescue equipments and medical supplies left for Bhubaneswar on 22 Sep 08. They will join two teams of INS Chilka already deployed in the affected areas, in assisting the Special Relief Commissioner in the rescue and relief operations underway. A total of 37 divers have been put into the rescue relief measure.
More naval forces join relief, Orissa flood situation grim

As gushing water from breaches in Orissa's Mahanadi delta engulfed fresh areas, more naval and para-military men today joined relief work for the marooned people in the flood which affected 38 lakh people and claimed at least 31 lives.

Though the water level in Mahanadi and other rivers subsided considerably, surging waters from about 80 breaches in embankments in the Mahanadi system continued to submerge fresh areas, worsening the plight of the people in the flood ravaged villages, official sources said.

Two naval teams from I N S Chilika had been pressed into service for rescue and relief yesterday, while more personnel were being sent to the flood affected areas to intensify the operation, they said.

Jawans of Central Industrial Security Force have also joined the relief operation which had remained tardy in the absence of adequate manpower and boats at the disposal of the state government, sources said.

Bhubaneswar, Sept 23: The ongoing flood fury in Orissa has now engulfed the state's tourism capital, Puri. The district has been hit hard by the floods, triggered by breaches caused by Daya and Bhargavu river, the twin tributaries of Mahanadi.

Two large breaches one near Hirapur and the other close to Pipli town unleashed the real plunder as more than 26 Gram Panchayats remain affected by the watery onslaught, out of which 10 blocks have been severely affected. At present, more than 3 lakh people remain marooned.

Considered to be the gateway of Puri, the Pipli block has never suffered the menace of floods in such magnitude in the past 25 years. Thousands of panic-stricken people from the villages are rushing towards the towns as many more remain trapped in the marooned villages. For the administration, the communication has become a major bottleneck because the current of the gushing water after the opening of the breaches have made it more trying and the limited boats at the disposal of the administration do not suffice the requirements.

Bhubaneswar, Sept 22 The flood situation in Orissa may not improve anytime soon as another depression is being formed over the Bay of Bengal that would only add to the woes of the 37 lakh flood-affected people in 18 districts.

Chief Minister Naveen Patnaik said the flood had affected 5,514 villages and damaged 51,417 houses. The official death toll has gone up to 29. The flood had caused 73 breaches on major river embankments and cut off roads at 939 places. State disaster management minister Manmohan Samal said the Naval command at Vizag had been alerted as the flood situation was expected to worsen in view of formation of another depression over the Bay of Benga

The floods have killed 17 people and affected three million, according to official figures.

The survivors took shelter on river banks, high rise buildings, schools and cyclone shelters as their houses and other belongings were destroyed by the floodwaters.

After Bihar, it is now the turn of Orissa to face nature’s wrath. Incessant rains have swamped the Mahanadi and its tributaries, causing devastation in 17 districts of the state including Angul, Bhadrak, Bolangir, Cuttack, Gajapati, Jajpur, Jagatsinghpur, Kendrapada, Keonjhar, Kalahandi, Khorda, Puri, Nayagarh, Raygada, Subarnpur and Sambalpur.

According to the reports available with the National Disaster Management Division, about 3.04 million people in 2,962 villages were severely affected, 45,190 houses were damaged and a crop area of 119.4 million hectare has been inundated. Road traffic to urban townships like Puri, Konark, Banki, Athgarh and Athmallik remains disrupted.

The Orissa government, on September 21, reported to the Centre about 13 cases of loss of human life and 53 cases of livestock death. Floodwaters even entered Bhubaneswar on Sunday killing one person.

With the river Mahanadi flowing near the danger-mark at certain places, the official weather forecasting agency, the India Meteorological Department (IMD), has predicted no hope of the rains receding. The IMD has said that fairly widespread rainfall would continue over Orissa in the next two to three days, while rainfall would decrease over northwest India and west central and peninsular India.
Shivraj Patil to visit flood-hit areas of Orissa tomorrow

New Delhi (PTI): With floods in Orissa affecting millions of people, Home Minister Shivraj Patil will undertake a visit to the state on Tuesday to take stock of the situation in the worst-hit areas.

Patil, who will undertake an aerial survey of the flood-hit districts of Puri, Cuttack, Jagatsinghpur, Kendrapara and Jajpur, will review the relief operation at a meeting with Chief Minister Naveen Patnaik.

The Home Minister will be accompanied by Union Minister of State Chandra Sekhar Sahu and Secretary (Border Management) in the Home Ministry, besides some senior officials of the ministry.

Nearly 2,000 villages have been left marooned due to the flood, sources said, adding that the highest number of 645 such villages are located in Puri district, followed by 473 in Cuttack and 421 in Kendrapara.

BHUBANESWAR: A rampaging Mahanadi and its branch rivers forced their way into the deltaic region with an alarming ferocity sweeping village after village and taking about two million people in their grip as Orissa stood witness to one of the worst floods in its history.

With over 4,000 villages in 17 districts facing the fury, the Mahanadi river system accounted for the most. At least 4 lakh people were marooned in Jagatsinghpur, Kendrapara, Cuttack and Puri districts while flood water submerged more areas breaching river embankments. There were 31 breaches in the four districts compounding the misery of people who spent sleepless nights on the embankments keeping a watch on the water level.
Orissa CM disappointed over Centre`s silence on flood demand

Bhubaneswar, Sept 22: Lashing out at the Centre for its silence over the demand of aid made by Orissa for flood victims, Chief Minister Naveen Patnaik today said he was "disappointed" and asked the UPA government to rise above political consideration during the natural calamity.

"Neither the prime minister nor his any cabinet colleague has visited Orissa even as the UPA government was informed about the gravity of the situation from the very beginning," Patnaik told reporters after reviewing flood situation in the state.

Terming the Centre's silence on Orissa's demand as a "neglect" of the state, Patnaik said they (Centre) should rise above political consideration during the natural disaster.

Though as many as 18 of the 30 districts are reeling under flood waters, the Centre preferred not to provide any financial assistance or send a team to access the situation, he alleged.
Navy to help flood-ravaged Orissa

BHUBANESWAR: The state government sought the help of the navy in relief operations for Orissa's flood-ravaged areas. Over 6 lakh people are marooned due to the floods.

The death toll in the flood rose to 27 with six deaths reported on Monday. The deluge caused by 61 breaches in Mahanadi delta region, continued despite subsiding of water level in major rivers, official sources said.

Five days after severe floods hit 18 districts, the government sought navy's help, while BSF and CISF were deployed in badly affected Kendrapara district.

Naval personnel as well as boats and other equipment from INS Chilika and Visakhapatanam are likely to reach the flood- affected areas soon to assist in rescue and relief operation, state Revenue and Disaster Management Minister Manmohan Samal told reporters.
Nine more killed in east India floods: minister

BHUBANESWAR, India (AFP) — Heavy flooding in the eastern Indian state of Orissa has claimed the lives of nine more people, bringing the death toll in the state to 26 since the weekend, an official said Monday.

Orissa's disaster management minister Manmohan Samal told AFP in state capital Bhubaneswar that more than 3.5 million people have been affected by the flooding and close to 300,000 have had to be evacuated.

Bhubaneswar, Sept 22 (ANI): Orissa Chief Minister Naveen Patnaik on Monday undertook an aerial survey of the flood affected regions of his state to assess the impact of the calamity that has claimed at least 17 lives.

Patnaik did an aerial survey of Cuttack, Nayagarh, Sonepur and Boudh districts of the state.

Speaking to reporters after landing here, he said: Free kitchen services have been started in the region and clean water is also being made available in the region. Air droppings have been initiated in Cuttack, Kendrapad and Jagatsingh Pur Districts.

Taking note of the grim situation, Patnaik said: “We have reviewed all the areas which have been affected by the floods, food materials have been sent to all the affected districts, free kitchens have been opened in the affected areas, drinking water, both in tanks and drinking water in pouches are being supplied to the people. BHUBANESWAR, India (Reuters) - Authorities battling floods in Orissa said on Monday they were struggling to rescue thousands of people stranded in remote villages as bad weather and swift river currents hampered rescue attempts.

More than half a million people in Orissa fled their homes when large parts of the state were flooded after authorities were forced to open sluice gates of a dam on the Mahanadi river last week, following heavy rains in the catchment area.

The rising waters of the Mahanadi and its tributaries broke through mud embankments and swamped hundreds of villages in the coastal region.

At least 16 people have been killed and 300,000 rescued so far, but officials said another half a million people were still marooned.

"Relief officials have not been able to reach many villages as the road links are cut off and boats cannot be used in the swift river current," G.V. Venugopala Sarma, a senior government official told Reuters. "It is quite a serious disaster."

Television pictures showed hungry children rushing towards food packets dropped by helicopters on a small patch of dry land.

Trapped for hours, rescued by IAF, Orissa victims recall ordeal

Kendrapada (Orissa), Sep 22 (IANS) Two men in their 60s were trapped on the roof of a building in a flood-hit Orissa village for 12 hours until an Indian Air Force (IAF) chopper came to their help. They recount their ordeal with horror and can’t stop thanking the defence personnel. “If it was not for the Indian Air Force’s helicopter, no one would have even tried to come to our rescue,” said 65-year-old Sadananda Sahoo, recalling his ordeal.

The Luna river breached an embankment at Jagannathpur village in the worst-hit Kendrapada district, some 150 km from state capital Bhubaneswar Friday night, leaving around 2,000 villagers marooned.

Most of them managed to flee to safer places and highways, but at least 18 people were stranded on the first floor of a building surrounded by floodwaters.

Despite falling water level in Orissa rivers including the virulent Mahanadi, relief operation in flood ravaged areas was today hit due to shortage of manpower and boats, worsening the plight of over six lakh marooned people.

Miseries of the flood-hit were compounded by intermittent rains triggered by a low pressure at several coastal areas while deluge due to 61 breaches in Mahanadi delta region continued, sources said.

The only solace to the distressed was the falling water level of the swollen rivers. The volume of water flowing through Munduli near Cuttack city declined to 11.6 lakh cusecs this morning as against 12.83 lakh cusecs recorded yesterday, the flood control cell here said.

Hundreds of families in Kendrapara are headed for the highway.

Fresh breaches in river embankments have flooded new areas in the coastal district with an alarming pace, forcing people to flee their homes.

"The water around our village has been rising too fast and that's why we decided to get out," says one local.

The water levels of Mahanadi and other branch rivers are showing a receding trend near Bhubaneswar and Cuttack, but downstream in areas like Kendrapara, Jagatsinghpur and Cuttack the water-level is rising steadily.

There have been 61 breaches and that explains why water has been spreading in all directions, inundating fresh areas.

It is unfortunate and no surprise that the flood in Orissa is yet another story of man-made disasters, coming just after the Bihar one, on account of gross apathy by government agencies.
Top bureaucrats responsible for the matter have already admitted that it was lack of timely repair and maintenance work on the Kosi embankments by India that wreaked havoc in Bihar. This, despite daily updates on rising water levels at their disposal for several months. Orissa is now suffering, thanks to similar, indeed criminal, negligence.
Analysing weekly data released by the Central Water Commission, and daily data from the Orissa government about water flow in the Mahanadi river and reservoir levels in the Hirakud dam, South Asia Network on Dams, Rivers and People, an NGO, has pointed to a total disconnect between information and action by the government.
It has highlighted how despite having a flood control cushion, apathy in operating the dam—filling up the reservoir to full capacity before the end of the monsoon, in violation of an official expert committee recommendation—has led to an avoidable flood disaster.

The flood situation continues to be grim in Orissa with the Mahanadi and its tributaries breaking banks at more places and the state expecting no respite for a week.

Embankments have now been breached at 61 places. Seventeen people have been killed and 24 lakh affected in what has been described as unprecedented floods in the Mahanadi river system. So far, 2.66 lakh people have been evacuated. Crop standing on 1.55 lakh hectares has been inundated.

“The flood situation is likely to continue for another seven days. It has improved in some areas, but there is fresh concern in certain parts of the state,” Chief Secretary Ajit Tripathy said.

According to government estimates, nearly 5.7 lakh people in 1,849 villages are still marooned as communication links with many districts have snapped. As many as 473 villages in Cuttack, 150 in Jagatsinghpur, 160 in Jajpur, 645 in Puri and 421 in Kendrapara district have been submerged. While 3,683 villages in 951 gram panchayats have been affected, the surging waters have damaged 1,552 roads.

BHUBNESWAR: Coastal Orissa, reeling under worst floods is battling to save lakhs of people trapped by overflowing rivers. Already 19 persons are dead. Rescue workers evacuated some two lakh. Most deaths were caused by drowning. Torrential rains added to the woes of the people.

Large parts of coastal Orissa were inundated after authorities were forced to open dozens of sluice gates of Hirakud Dam on the Mahanadi following heavy rain in the catchment area. The Mahanadi had breached its banks in several places and floodwaters had swept away highways in some areas.

At least 26 lakh people in 17 districts where affected while 5.7 lakh remained marooned. At least 1.55 hectares of crop area has been damaged.

The government has intensified air dropping of relief materials in marooned areas. A huge breach of 400 feet on embankment of the Bhargavi near Pipili town caused disruption of road communication between Puri town and Konark.

BHUBANESWAR: Flooding in the Mahanadi continued on Sunday causing 61 breaches in river embankments, leaving behind a trail of devastation submerging hundreds of villages. Lakhs of people were waiting for rescue and relief in the flooded zones.

According to State Revenue and Disaster Management (RDM) department, 5,70,000 people in 1,849 villages were marooned owing to floods in Mahanadi and many of its branch rivers.

A total of 24 lakh people of the State were affected by this flood, stated to be a massive one seen in last few decades. The official death toll figure was put at 17.
