The Aug. 8 storm that crippled the city transit system caught the Metropolitan Transportation Authority flat-footed, according to a report ordered by Gov. Eliot Spitzer that was released today.

Transportation officials failed to foresee or prepare for the deluge of rain, which overwhelmed the capacity of the transit system’s pumps and drainage network, and the authority did not communicate with legions of stranded passengers or provide alternate means of transportation, the report said.

The authority released the findings of the report at an 11 a.m. news conference at its Midtown headquarters and made copies of the 115-page document available on its Web site.
