MANILA, Philippines -- Though it was a Sunday, traffic crawled at a snail’s pace in some parts of EDSA (Epifanio delos Santos Avenue) Sunday as personnel of the Metropolitan Manila Development Authority dug holes on the sidewalk to lay drainage pipes in line with its flood control project.
