WAYNE -- To ease floods in the densely populated Passaic River basin, don't build along waterways, says U.S. Rep. Bill Pascrell Jr., D-Paterson.
Speaking informally at a town hall meeting Thursday night, the congressman said, "We've just got to stop people from building on rivers and streams."

Pascrell also pointed to recent flood mitigation efforts such as the cleanup of the Passaic River and a flood-control project on the Peckman River, a Passaic tributary that rampaged during 1999's Tropical Storm Floyd, killing one man and causing millions of dollars in damage.
