The cost of the clean-up following the floods in Gloucestershire is estimated to be between £50m and £55m.
More than 4,000 homes were affected and some residents are not expecting to be able to return until Christmas.
Repairs to schools are expected to cost £2.7m with some 50 schools damaged by the flooding in July.
The figures have emerged after more than 5,000 questionnaires were delivered across the county to assess the scale of the chaos.
